Narrative:

A baron, aircraft X, had filed an IFR plan from keau to 'X' obtained latest AWOS announced taxi to runway 14 on frequency 123.6, noting two aircraft moving on ground: cessna 402 and citation jet, aircraft Y. Cessna 402 departing runway 22, after which X announced on 123.6 crossing runway 22 and taxiing to runway 14. After run-up on departure end runway 14X requested IFR clearance from ZMP on rco frequency 125.3 while monitoring 123.6. Center advised 5 minute hold for clearance and release. Inbound westwind jet announced airport in sight on 8 mile final and cancelled IFR, after which center cleared and released aircraft X IFR to kmsn. Aircraft X announced on frequency 123.6 that aircraft X was taking runway 14 for takeoff, made second announcement 'rolling runway 14'. Citation Y called 'baron taking off runway 14' and reported that citation had to abort takeoff roll within first 1000 ft of departure end runway 22 account traffic conflict with baron. Baron X advised citation on 123.6 that X had not heard an announcement from citation Y relative to taking runway 22 or starting takeoff roll. Citation then initiated takeoff from point of aborted takeoff and prior to westwind being on close-in final. Baron X contacted center 125.3 to report airborne and heard citation Y call for IFR clearance. Baron asked citation to switch to 122.9, citation complied, baron X again reported to citation that baron never heard report to takeoff roll, had been released by center and aircraft X announced twice regarding departing runway 14. Possible contributing factors: obstructed visual from departure end runway 14 to departure end runway 22. Necessity of using several frequency at same time for AWOS (119.67) communication (123.6), clearance (125.3) lighting control (122.95) at keau creating opportunity for transmit or monitor on wrong frequency. Coincidental simultaneous departure announcements, blocking each aircraft's ability to receive. Suggestions: require all IFR outbounds from keau to obtain clearance while on the ground via center rco 125.3. Reinstate local advisory control frequency. Give priority to wind favored runway and announce on AWOS which would alert all aircraft about use of runways other than the most lengthy in visual departure conditions. Callback conversation with reporter revealed the following information: the reporter said during call back that trees obstruct the view, to some extent, of runway 22 from his position on runway 14 at that beginning of the takeoff. The citation was on the CTAF frequency because his report of the reject was heard. That indicated that they may have broadcast simultaneously their individual takeoff announcement. The ground operation of the citation, when observed by the reporter, appeared to be rushed. It included an arrival, a quick drop off of a passenger an departure without the crew leaving the aircraft.

THE CITATION WAS ON THE CTAF FREQ BECAUSE HIS RPT OF THE REJECT WAS HEARD. THAT INDICATED THAT THEY MAY HAVE BROADCAST SIMULTANEOUSLY THEIR INDIVIDUAL TKOF ANNOUNCEMENT. THE GND OP OF THE CITATION, WHEN OBSERVED BY THE RPTR, APPEARED TO BE RUSHED. IT INCLUDED AN ARRIVAL, A QUICK DROP OFF OF A PAX AN DEP WITHOUT THE CREW LEAVING THE ACFT.
