Narrative:
After leveling off at FL210, ATC (ZHU) asked us if we were level because we were showing 500 ft low. The captain and I noticed we had not reset the altimeters to 29.92 from 30.41. We reset our altimeters and climbed to FL210. A FL180 check would decrease the possibility of this happening again.

Title: A BE1900 CREW IN ZHU AIRSPACE ADMITTED THAT THEY DID NOT RESET THEIR ALTIMETER AFTER PASSING FL180, CAUSING THEM TO UNDERSTOOD THEIR ASSIGNED ALT OF FL210.
