Narrative:

Flaps failed to move after selecting 5-10 degrees. Flaps stayed at 5 degrees. We leveled off and looked for circuit breakers out then proceeded to review alternate flap procedures checklist. Also contacted dispatch to verify landing performance to btv runway 15 for flaps 15 degrees. Then we went through alternate flaps non normal checklist and landed. Landing and taxi to the gate were normal without any event. Supplemental information from acn 489851: the flaps were lowered to 15 degrees using the 'alternate flap extension' system and landing was accomplished in normal sequence.

Title: B737-400 CREW HAD FLAPS LOCKOUT AT 5 DEGS ON ARR TO BTV.

Narrative: FLAPS FAILED TO MOVE AFTER SELECTING 5-10 DEGS. FLAPS STAYED AT 5 DEGS. WE LEVELED OFF AND LOOKED FOR CIRCUIT BREAKERS OUT THEN PROCEEDED TO REVIEW ALTERNATE FLAP PROCS CHKLIST. SUPPLEMENTAL INFO FROM ACN 489851: THE FLAPS WERE LOWERED TO 15 DEGS USING THE 'ALTERNATE FLAP EXTENSION' SYS AND LNDG WAS ACCOMPLISHED IN NORMAL SEQUENCE.
