Narrative:

When landing at phl ILS runway 27R at 1200 ft AGL selected flaps 30 degrees aircraft started buffeting and rolled to left. The first officer and I check for any abnormal lights or pressures and found all normal -- reselected flaps 15 degree; roll and buffeting stopped. Reset bugs 15 degree flaps and landed. Advised maintenance. Made logbook entry and filed a safety report. One spoiler on left wing was up about 3 inches.
