Narrative:

Crew called at the gate and requested deferral for the #3 fuel quantity indicator. The crew was not familiar with the MEL book procedures. I spent time to explain and did not notice the fuel flow inoperative. Cannot defer the fuel quantity and the fuel flow indicator. I noticed my error and had the aircraft repaired. I was distracted by the crew and failed to read the MEL and review the history of deferred items.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WITH A #3 FUEL QUANTITY INDICATOR DEFERRED INOP WITH A #3 FUEL FLOW INDICATOR PREVIOUSLY DEFERRED.

Narrative: CREW CALLED AT THE GATE AND REQUESTED DEFERRAL FOR THE #3 FUEL QUANTITY INDICATOR. THE CREW WAS NOT FAMILIAR WITH THE MEL BOOK PROCS. I SPENT TIME TO EXPLAIN AND DID NOT NOTICE THE FUEL FLOW INOP. CANNOT DEFER THE FUEL QUANTITY AND THE FUEL FLOW INDICATOR. I NOTICED MY ERROR AND HAD THE ACFT REPAIRED. I WAS DISTRACTED BY THE CREW AND FAILED TO READ THE MEL AND REVIEW THE HISTORY OF DEFERRED ITEMS.
