Narrative:

Upon completion of outbound leg of mandatory teardrop procedure turn, a descent was commenced to 2000 ft MSL. Once established on smx localizer, at approximately 9 DME, center controller queried flight's altitude showing '200 ft low.' my first officer and I consulted plate and were both in concurrence that our altitude with respect to DME distance and localizer placement was in accordance with published procedure. We informed controller of our altitude.
