Narrative:
Attempted to dispatch aircraft with pressure regulator valve inoperative on maintenance carry over. Required numerous procedures for air crew to perform to accommodate, as well as no icing (MEL 36-11-01) WX dispatch. It was clearly maintenance carry over to be used for getting aircraft to maintenance station for repair. It was not for taking full plane load of passenger 3 1/2 hours. Refused aircraft.

Title: A B767 WITH A DEFERRED ITEM ON A FAILED ENG PNEUMATIC PRESSURE REGULATOR WAS REFUSED BY A CAPT DUE TO MEL RESTRS.
Narrative: ATTEMPTED TO DISPATCH ACFT WITH PRESSURE REGULATOR VALVE INOP ON MAINT CARRY OVER. REQUIRED NUMEROUS PROCS FOR AIR CREW TO PERFORM TO ACCOMMODATE, AS WELL AS NO ICING (MEL 36-11-01) WX DISPATCH. IT WAS CLRLY MAINT CARRY OVER TO BE USED FOR GETTING ACFT TO MAINT STATION FOR REPAIR.
