Narrative:

After taxi out, crew reported via satcom radio that they had a #2 bleed overheat. I advised them to secure the bleed closed and proceed without restr. Later discovered that problem was with #2 prv which should have been deferred instead of the prsov which I did defer. Callback conversation with reporter revealed the following information: the reporter stated the reporter did not research the MEL adequately nor did he question the crew thoroughly. The reporter said he did not consider the non icing requirement.

Title: A B747-400 WAS DISPATCHED IN NON COMPLIANCE WITH THE WRONG #2 PNEUMATIC VALVE DEFERRED AS INOP PER THE MEL WHEN IN FACT THE INOP HIGH PRESSURE REGULATOR VALVE REQUIRED A NON ICING CLRNC.

Narrative: AFTER TAXI OUT, CREW RPTED VIA SATCOM RADIO THAT THEY HAD A #2 BLEED OVERHEAT. I ADVISED THEM TO SECURE THE BLEED CLOSED AND PROCEED WITHOUT RESTR. LATER DISCOVERED THAT PROB WAS WITH #2 PRV WHICH SHOULD HAVE BEEN DEFERRED INSTEAD OF THE PRSOV WHICH I DID DEFER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE RPTR DID NOT RESEARCH THE MEL ADEQUATELY NOR DID HE QUESTION THE CREW THOROUGHLY. THE RPTR SAID HE DID NOT CONSIDER THE NON ICING REQUIREMENT.
