Narrative:

Told to taxi runway 24L. Taxied to taxiway east via taxiway G. Switched to tower 124.3, moved to hold line. Keyed microphone and announced that we were ready for departure runway 24L. When I unkeyed, I heard 'approved.' I then taxied into position and was preparing for departure. At that time, tower gave a bizjet, which had just landed on runway 24R, permission to cross runway 24L. This confused me, so I held position. I was about to call tower for clarification, but tower called me first -- told me I had 'not' been given permission to taxi into position. I believe I know what happened. It seems that tower and ground were both transmitting on same frequency, although when I was on tower frequency, I could not hear ground. I ensured frequency was clear before I called tower, but he was apparently talking to someone on ground. When I announced 'ready to depart runway 24L,' the 'approved' I heard was obviously for someone on ground. My mistake was in accepting phraseology 'approved' rather than standard 'cleared for takeoff' or 'taxi into position and hold.'

Title: A PVT INST RATED PLT IN A C182 AT BKL FAILED TO HOLD SHORT OF THE ACTIVE RWY AS INSTRUCTED BY ATC.

Narrative: TOLD TO TAXI RWY 24L. TAXIED TO TXWY E VIA TXWY G. SWITCHED TO TWR 124.3, MOVED TO HOLD LINE. KEYED MIKE AND ANNOUNCED THAT WE WERE READY FOR DEP RWY 24L. WHEN I UNKEYED, I HEARD 'APPROVED.' I THEN TAXIED INTO POS AND WAS PREPARING FOR DEP. AT THAT TIME, TWR GAVE A BIZJET, WHICH HAD JUST LANDED ON RWY 24R, PERMISSION TO CROSS RWY 24L. THIS CONFUSED ME, SO I HELD POS. I WAS ABOUT TO CALL TWR FOR CLARIFICATION, BUT TWR CALLED ME FIRST -- TOLD ME I HAD 'NOT' BEEN GIVEN PERMISSION TO TAXI INTO POS. I BELIEVE I KNOW WHAT HAPPENED. IT SEEMS THAT TWR AND GND WERE BOTH XMITTING ON SAME FREQ, ALTHOUGH WHEN I WAS ON TWR FREQ, I COULD NOT HEAR GND. I ENSURED FREQ WAS CLR BEFORE I CALLED TWR, BUT HE WAS APPARENTLY TALKING TO SOMEONE ON GND. WHEN I ANNOUNCED 'READY TO DEPART RWY 24L,' THE 'APPROVED' I HEARD WAS OBVIOUSLY FOR SOMEONE ON GND. MY MISTAKE WAS IN ACCEPTING PHRASEOLOGY 'APPROVED' RATHER THAN STANDARD 'CLRED FOR TKOF' OR 'TAXI INTO POS AND HOLD.'
