Narrative:

Called out to aircraft for smell on oven #3. Placarded oven per MEL xx-yy. Pulled circuit breaker and installed inoperative sticker on breaker and did not collar breaker. It was a 3 phase breaker, unable to use conventional collars. FAA on board brought this to my attention. I told FAA I was not able to use conventional collars, therefore, FAA suggested to use tie wraps.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WITH A GALLEY OVEN DEFERRED AS INOP BUT THE SPECIAL PROC TO LOCK THE CIRCUIT BREAKER OUT WAS NOT ACCOMPLISHED.
