Narrative:

MEL on upper beacon at the gate before departure, no MEL book available. Was not informed by technician that there was a maintenance procedure manual procedure for beacon. I did not collar the circuit breaker. I was very agitated due to pressure on getting the aircraft out on time. In my haste, I did not ask technician for additional information, and did not take the time to look it up myself.

Title: AN MD80 WAS DISPATCHED WITH THE UPPER ANTI-COLLISION BEACON DEFERRED AS INOP PER THE MEL, BUT SPECIAL PROC TO COLLAR CIRCUIT BREAKER WAS NOT ACCOMPLISHED.

Narrative: MEL ON UPPER BEACON AT THE GATE BEFORE DEP, NO MEL BOOK AVAILABLE. WAS NOT INFORMED BY TECHNICIAN THAT THERE WAS A MAINT PROC MANUAL PROC FOR BEACON. I DID NOT COLLAR THE CIRCUIT BREAKER. I WAS VERY AGITATED DUE TO PRESSURE ON GETTING THE ACFT OUT ON TIME. IN MY HASTE, I DID NOT ASK TECHNICIAN FOR ADDITIONAL INFO, AND DID NOT TAKE THE TIME TO LOOK IT UP MYSELF.
