Narrative:

Air carrier flight XXX scheduled ZZZ-ppg had #3 manifold failure during taxi out ZZZ. Returned gate, added fuel, isolated and cleared with maintenance ok to go with #2 pneumatic system. Second departure from ZZZ at 8000 ft climb vector heading 220 degrees, the #2 manifold failure light illuminated requiring fuel dump (40 mins) and return ZZZ. When asked by departure if we were declaring an emergency, specifically told ATC 'no emergency' just dump and return. On approach, ATC advised the tower chief had declared emergency, men and equipment standing by.

WHEN ASKED BY DEP IF WE WERE DECLARING AN EMER, SPECIFICALLY TOLD ATC 'NO EMER' JUST DUMP AND RETURN. ON APCH, ATC ADVISED THE TWR CHIEF HAD DECLARED EMER, MEN AND EQUIP STANDING BY.
