Narrative:

Location: over orl VOR. Approaching mco final for runway 18R, controller told us to cross orl VOR above 2500 ft. We acknowledged and complied. We were next cleared for the visual to runway 18L inside the VOR we were switched to tower and told by approach for your reference we were still supposed to cross above 2500 ft. I was PF and had GPS identing position of orl VOR with first officer side tuned to orl VOR. Approaching 2500 ft on the descent, GPS showed us over orl and #2 VOR showed needle confusion. I continued descent and was surprised by the controller's comment. I don't know, and he didn't volunteer what altitude he believed we were at. Normal landing and no further contacts from controllers.
