Narrative:

This incident was a result of several factors and events coming together at the same time. It occurred during FAA proving runs, and an FAA inspector was in the jump seat at the time. The incident was a runway incursion at taxiway B7, across the hold short line at phx airport crossing runway 26R. The flight crew was unfamiliar with the taxi route as the aircraft was to be parked at an FBO, and not at the air carrier gates. We were told by ground control that the parking area was at the northwest corner of the airport. We asked for progressive taxi instructions, and consulted the airport diagram to further orient ourselves. Taxi instructions were to taxi north on taxiway B to hold short at taxiway B7. The crew was planning to cross runway 26R at taxiway B7, thinking that was the correct way to our destination and the intention of the ground controller. Approximately 30-40 seconds prior to the incursion over the hold line, the aircraft's TCASII system failed, and sent a loud pulsing noise through the interphone and speakers. This distraction startled the crew at the time the aircraft approached taxiway B7. We could barely communicate with each other, as the ground controller said to 'disregard the hold and continue.' he was assuming we were continuing north on taxiway B, and in the confusion, we thought he was clearing us to cross runway 26R. The aircraft crossed the hold short line approximately 10-15 ft and abruptly stopped as we were instructed to 'hold short! Hold short!' our aircraft never actually pulled onto the runway but did cross the hold line. Another aircraft was taking off at the time. Confusion as to where our destination actually was on the airport, the incredible distraction of the electronic failure in the cockpit ,and less than precise instructions from the controller all contributed to this incident.

Title: RWY INCURSION AT PHX, AZ.

Narrative: THIS INCIDENT WAS A RESULT OF SEVERAL FACTORS AND EVENTS COMING TOGETHER AT THE SAME TIME. IT OCCURRED DURING FAA PROVING RUNS, AND AN FAA INSPECTOR WAS IN THE JUMP SEAT AT THE TIME. THE CREW WAS PLANNING TO CROSS RWY 26R AT TXWY B7, THINKING THAT WAS THE CORRECT WAY TO OUR DEST AND THE INTENTION OF THE GND CTLR. THE ACFT CROSSED THE HOLD SHORT LINE APPROX 10-15 FT AND ABRUPTLY STOPPED AS WE WERE INSTRUCTED TO 'HOLD SHORT! HOLD SHORT!' OUR ACFT NEVER ACTUALLY PULLED ONTO THE RWY BUT DID CROSS THE HOLD LINE. ANOTHER ACFT WAS TAKING OFF AT THE TIME. CONFUSION AS TO WHERE OUR DEST ACTUALLY WAS ON THE ARPT, THE INCREDIBLE DISTR OF THE ELECTRONIC FAILURE IN THE COCKPIT ,AND LESS THAN PRECISE INSTRUCTIONS FROM THE CTLR ALL CONTRIBUTED TO THIS INCIDENT.
