Narrative:

Cruise flight over aba and TCASII announced 'traffic, traffic, descend, descend.' I looked at the TCASII, saw a target at 2 O'clock position co-altitude, disconnected both autoplt and autothrottles and descended to the commanded 1500 FPM descent. Looked out again and saw aircraft passing 2:30 O'clock position and then heard TCASII 'monitor vertical speed.' I leveled off at FL365 and once clear of traffic I ascended to FL370. Curacao said air carrier Y had entered their airspace just south of aruba without having checked in at FL370. There was never a TA, only an RA and there had been no targets on TCASII prior to the alert. TCASII averted a very dangerous situation.
