Near midair collision on short final between a student pilot in a piper PA28 at 500 ft on short final to the right parallel runway and an air carrier aircraft crossing 100 ft underneath the piper mistakenly going to the same runway. The tower observed the mistake and reclred the piper to the left runway.

Narrative:

I was cleared to land on runway 23R. I was on 1/2 mi final and looked left and below my aircraft there was an air carrier Y. He moved under me and I was told to land on runway 23L. He was close enough to see people in the passenger cabin. He then said 'sorry I thought we were clear on runway 23R.' I heard the air carrier Y cleared on runway 23L and I was cautioned about wake turbulence. He just made an error in a critical phase of flight, which almost led to an accident.

HE WAS CLOSE ENOUGH TO SEE PEOPLE IN THE PAX CABIN. HE THEN SAID 'SORRY I THOUGHT WE WERE CLR ON RWY 23R.' I HEARD THE ACR Y CLRED ON RWY 23L AND I WAS CAUTIONED ABOUT WAKE TURB. HE JUST MADE AN ERROR IN A CRITICAL PHASE OF FLT, WHICH ALMOST LED TO AN ACCIDENT.
