Narrative:

Just before descent, I went to the bathroom. First officer was holding oxygen mask up to his face. When I opened the door to the cockpit, an unidented man was standing in the door L1 area. When I exited the bathroom, he was standing in the door R1 (forward galley) area. I asked him to move out of the galley and he moved over to door L1. As I entered the cockpit, the first officer saw me and lowered his mask. As I was shutting the door behind me, the unidented man pulled the door out of my hand and started to enter the cockpit. He said 'first officer is not wearing his oxygen mask,' he turned and walked out. He never idented himself. I closed the door and I called the flight attendants who were in the back of the airplane and asked if the man was still hanging around the cockpit door. After we landed, the individual threw his identify on the console revealing he was with the FAA. We had 3 prisoners and 3 armed guards on board. Does the FAA think it's a good idea to show 120 people how to break into a cockpit? I could easily have assaulted him for forcing his way in. Perhaps a better way would have been if he idented himself to me and I granted him access instead of ripping the door out of my hand.

Title: FAA INSPECTOR OBSERVED FO NOT WEARING HIS OXYGEN MASK WHEN THE CAPT WAS OUT OF THE COCKPIT DURING FLT AT FL350 AS REQUIRED BY FAR 91 PT 211(B)(2).

Narrative: JUST BEFORE DSCNT, I WENT TO THE BATHROOM. FO WAS HOLDING OXYGEN MASK UP TO HIS FACE. AS I ENTERED THE COCKPIT, THE FO SAW ME AND LOWERED HIS MASK. AS I WAS SHUTTING THE DOOR BEHIND ME, THE UNIDENTED MAN PULLED THE DOOR OUT OF MY HAND AND STARTED TO ENTER THE COCKPIT. HE SAID 'FO IS NOT WEARING HIS OXYGEN MASK,' HE TURNED AND WALKED OUT. HE NEVER IDENTED HIMSELF. I CLOSED THE DOOR AND I CALLED THE FLT ATTENDANTS WHO WERE IN THE BACK OF THE AIRPLANE AND ASKED IF THE MAN WAS STILL HANGING AROUND THE COCKPIT DOOR. AFTER WE LANDED, THE INDIVIDUAL THREW HIS IDENT ON THE CONSOLE REVEALING HE WAS WITH THE FAA.
