Narrative:
Crossing restr of 4000 ft at 8 DME was missed. I used a noise conscious profile of reduced power with a very heavy airplane. Cleaning up the aircraft, did not allow an adequate climb rate, I was late in recognizing the problem. Prior to the incident, we had a confrontation with our dispatch, in respect to obtaining WX information. We, as a crew, were preoccupied with this during preflight, taxi and takeoff. My first officer, not a strong pilot, was unaware of the SID restr even though I mentioned it in discussion of the departure. But I only mentioned it casually. It was the first time we flew together.

Title: XING RESTR NOT MET ON DEP FROM SEA, WA.
Narrative: XING RESTR OF 4000 FT AT 8 DME WAS MISSED. I USED A NOISE CONSCIOUS PROFILE OF REDUCED PWR WITH A VERY HVY AIRPLANE. CLEANING UP THE ACFT, DID NOT ALLOW AN ADEQUATE CLB RATE, I WAS LATE IN RECOGNIZING THE PROB. PRIOR TO THE INCIDENT, WE HAD A CONFRONTATION WITH OUR DISPATCH, IN RESPECT TO OBTAINING WX INFO.
