Narrative:

TCASII RA. On departure from rno, wagge 1 departure, lovelock transition, climbing through 16200 ft for assigned altitude 17000 ft, we had a TCASII RA for traffic at our 10 O'clock and approximately 4 mi about 1300 ft above us, level. At the first traffic alert, I reduced vertical speed to 800 KTS but got the RA anyway. Controller was busy with other traffic and did not call out this traffic. We descended about 500 ft per TCASII command, notified the controller, and continued on.
