Narrative:
Mlt X was cleared to fly torch area and spilled out of southern end of area. Mlt X was in a descent profile at the time. Air carrier Y at FL350 was nwbound, south of area. Controller instructed mlt X to descend and maintain FL330 and expedite descent. Air carrier Y then informed controller he received a TCASII resolution and was climbing. Air carrier Y climbed approximately 600-700 ft. Mlt X reported FL330 before minimum 5 NM separation was lost. Air carrier Y returned to FL350.
Original NASA ASRS Text
Title: ACR Y TCASII RA CLB FROM MLT X UNAUTH AIRSPACE PENETRATION SPILLOUT FROM MOA. EVASIVE ACTION TAKEN.
Narrative: MLT X WAS CLRED TO FLY TORCH AREA AND SPILLED OUT OF SOUTHERN END OF AREA. MLT X WAS IN A DSCNT PROFILE AT THE TIME. ACR Y AT FL350 WAS NWBOUND, S OF AREA. CTLR INSTRUCTED MLT X TO DSND AND MAINTAIN FL330 AND EXPEDITE DSCNT. ACR Y THEN INFORMED CTLR HE RECEIVED A TCASII RESOLUTION AND WAS CLBING. ACR Y CLBED APPROX 600-700 FT. MLT X RPTED FL330 BEFORE MINIMUM 5 NM SEPARATION WAS LOST. ACR Y RETURNED TO FL350.
