Narrative:

Mlt X was cleared to fly torch area and spilled out of southern end of area. Mlt X was in a descent profile at the time. Air carrier Y at FL350 was nwbound, south of area. Controller instructed mlt X to descend and maintain FL330 and expedite descent. Air carrier Y then informed controller he received a TCASII resolution and was climbing. Air carrier Y climbed approximately 600-700 ft. Mlt X reported FL330 before minimum 5 NM separation was lost. Air carrier Y returned to FL350.
