Narrative:

XX30Z, jun/xx/96, 175 mi east of hkg. First officer flying, captain on radios. Climbing out of hkg, elato 1 alpha departure. Cleared to FL330. We had been on radar vector heading 095 degrees. Due to WX we asked for heading of 060 degrees, 'approved.' we were on 060 degree heading about 2 mins then requested 'direct elato' through hole in WX. 'Approved,' now direct elato. Climbing through FL300 in clouds, TCASII 'traffic, traffic' TA. Yellow half circle starting to show on top of vsi. Immediately changed to red square and avoidance RA 'descend, descend.' first officer immediately responded by pulling off power and pushing nose down. I called hkg, advised of 'TCASII RA, 'descending.' approximately 3-5 seconds later, excited controller told us to turn left 'heading 360 degrees.' gave other aircraft a south heading. We were basically already clear of other aircraft at this time. Was told to maintain FL290. We never saw the other aircraft (in clouds). TCASII and us kept the 2 aircraft from hitting. Center was no help. This is a handoff area for hkg and tpe. Inbound and outbound traffic have to cross this point. Should have 'entry' and 'exit' points at different places. WX very common at all times of yr. We were cleared to FL330 climbing through FL305 when TCASII sounded. Thank god for TCASII. If not, it would have spoiled the whole trip.

FO IMMEDIATELY RESPONDED BY PULLING OFF PWR AND PUSHING NOSE DOWN. I CALLED HKG, ADVISED OF 'TCASII RA, 'DSNDING.' APPROX 3-5 SECONDS LATER, EXCITED CTLR TOLD US TO TURN L 'HDG 360 DEGS.' GAVE OTHER ACFT A S HDG. WE WERE BASICALLY ALREADY CLR OF OTHER ACFT AT THIS TIME. WAS TOLD TO MAINTAIN FL290. WE NEVER SAW THE OTHER ACFT (IN CLOUDS). TCASII AND US KEPT THE 2 ACFT FROM HITTING. CTR WAS NO HELP. THIS IS A HDOF AREA FOR HKG AND TPE. INBOUND AND OUTBOUND TFC HAVE TO CROSS THIS POINT. SHOULD HAVE 'ENTRY' AND 'EXIT' POINTS AT DIFFERENT PLACES. WX VERY COMMON AT ALL TIMES OF YR. WE WERE CLRED TO FL330 CLBING THROUGH FL305 WHEN TCASII SOUNDED. THANK GOD FOR TCASII. IF NOT, IT WOULD HAVE SPOILED THE WHOLE TRIP.
