Narrative:

Landing at luk, oh, we tried to make radio contact on 118.70 2.1 mi out with tower. Tried to make radio contact again 1 mi out with tower. No answer from luk tower. Announced our position over the radio, turning right base to final, and again on final approach. Announced our exiting runway 21L on luk. Still no answer. However, tower called to notify we landed without clearance onto runway 21L. We (the crew) thought tower was closed, consequently we decided to land. Tower said he did not see us until we exited runway 21L. Apologized and told them it won't happen again. Next time verify with last frequency used.

Title: A C560 PIC ELECTS TO LAND AFTER BEING UNABLE TO CONTACT THE TWR AT NIGHT WHILE 2 MI ON FINAL FOR RWY 21L AT LUK, OH.

Narrative: LNDG AT LUK, OH, WE TRIED TO MAKE RADIO CONTACT ON 118.70 2.1 MI OUT WITH TWR. TRIED TO MAKE RADIO CONTACT AGAIN 1 MI OUT WITH TWR. NO ANSWER FROM LUK TWR. ANNOUNCED OUR POS OVER THE RADIO, TURNING R BASE TO FINAL, AND AGAIN ON FINAL APCH. ANNOUNCED OUR EXITING RWY 21L ON LUK. STILL NO ANSWER. HOWEVER, TWR CALLED TO NOTIFY WE LANDED WITHOUT CLRNC ONTO RWY 21L. WE (THE CREW) THOUGHT TWR WAS CLOSED, CONSEQUENTLY WE DECIDED TO LAND. TWR SAID HE DID NOT SEE US UNTIL WE EXITED RWY 21L. APOLOGIZED AND TOLD THEM IT WON'T HAPPEN AGAIN. NEXT TIME VERIFY WITH LAST FREQ USED.
