Narrative:

Air carrier X, level FL270, mia to jfk. Intruder aircraft air carrier Y was climbing through our altitude. Intruder relative altitude at TA was FL260 and climbing to 11:30 O'clock position. Intruder relative altitude at RA was FL265 12 O'clock position. Monitor vertical speed 1200 FPM climb established. Called ATC. No warning or call from ATC prior. ATC responded with a 30 degree right turn (immediate) for air carrier X also to air carrier Y. We climbed at 600 ft FL276 before clear of conflict, then descended back to assigned altitude. ATC put us in a situation that was dangerous. We were not told of an aircraft climbing through our altitude opposite direction converging. TCASII prevented the situation from being worse than it was. Supplemental information from acn 465126: cruising at intermediate altitude of FL260. We were cleared to climb and maintain FL280. First officer (I) began climb in vertical speed at 1000 FPM. At FL264 we got a TA. Conflicting aircraft was at about 11-12 O'clock position and 15 mi. We contacted ATC (ZDC) to question. I decreased rate of climb. ATC answered with instructions to turn 30 degrees right and increased rate of climb. Simultaneously we received an RA to descend. We began a descent as we turned. I turned off autoplt to make the turn and descent to comply with the RA. Captain informed ATC that we were descending and turning to comply with the RA. ATC gave us climb to FL260. Other aircraft reported responding to an RA to climb. The captain had other aircraft (air carrier X) in view at all times. After we passed the aircraft we were once again cleared to climb and maintain FL280.

CAPT INFORMED ATC THAT WE WERE DSNDING AND TURNING TO COMPLY WITH THE RA. ATC GAVE US CLB TO FL260. OTHER ACFT RPTED RESPONDING TO AN RA TO CLB. THE CAPT HAD OTHER ACFT (ACR X) IN VIEW AT ALL TIMES. AFTER WE PASSED THE ACFT WE WERE ONCE AGAIN CLRED TO CLB AND MAINTAIN FL280.
