Narrative:

We were climbing through a cloud layer picking up light to moderate rime ice. ATC revised our altitude clearance to 1000 ft lower. As PNF, I was checking the ice building. Due to the cold WX and our light weight we were climbing very fast and the PF failed to level at our assigned altitude. Because I was checking the ice I didn't notice he went through the altitude in time to prevent it. We overshot by 450 ft. The PF needs to fly the airplane and let the PNF monitor other things. As PNF, I should have watched the PF more carefully.
