Narrative:

During postflt, screws were found loose along bottom of horizontal stabilizer. Upon maintenance inspection, screws were found to be wrong specification for stabilizer. Screw was so far out of hole that it could have jammed the horizontal stabilizer trim. This is another air carrier aircraft under the 'judge.' from what has been said, the maintenance department is under restr from the 'judge' from using the general maintenance manual for repairs.

Title: A CL65 REGIONAL JET, DURING POSTFLT INSPECTION, WAS FOUND TO HAVE FASTENERS PROTRUDING FROM THE LOWER SURFACE OF THE HORIZ STABILIZER.

Narrative: DURING POSTFLT, SCREWS WERE FOUND LOOSE ALONG BOTTOM OF HORIZ STABILIZER. UPON MAINT INSPECTION, SCREWS WERE FOUND TO BE WRONG SPEC FOR STABILIZER. SCREW WAS SO FAR OUT OF HOLE THAT IT COULD HAVE JAMMED THE HORIZ STABILIZER TRIM. THIS IS ANOTHER ACR ACFT UNDER THE 'JUDGE.' FROM WHAT HAS BEEN SAID, THE MAINT DEPT IS UNDER RESTR FROM THE 'JUDGE' FROM USING THE GENERAL MAINT MANUAL FOR REPAIRS.
