Flight plan was filed mfr jackson 6 oed V-23 eug V-481 cvo V-495 ubg direct pdx at 12000 ft. On V23 north of oed, I requested and was assigned 8000 ft in an effort to remain below the clouds. Crossing eug, I was asked my altitude. I realized I had leveled off at 7000 ft instead of 8000 ft. I advised ATC I was at 7000 ft and climbed back up to 8000 ft.
