Narrative:

Large transport on deer park arrival to bdl was level at 10000, issued traffic 10 O'clock, 8 mi level 9000 eastbound. When targets were about 1 1/2 mi apart, large transport said -- bradley our TCASII shows that traffic climbing is he still level? Large transport took no action other than asking question. Neither aircraft ever showed any altitude change on radar, mode C. My reason for filing this is why would TCASII show an aircraft climbing when both were in level flight for about 5 mi, and what could happen if this happened in congested skies and the TCASII aircraft deviates from altitude because of a wrong TCASII resolution.

MY REASON FOR FILING THIS IS WHY WOULD TCASII SHOW AN ACFT CLBING WHEN BOTH WERE IN LEVEL FLT FOR ABOUT 5 MI, AND WHAT COULD HAPPEN IF THIS HAPPENED IN CONGESTED SKIES AND THE TCASII ACFT DEVIATES FROM ALT BECAUSE OF A WRONG TCASII RESOLUTION.
