Narrative:

While on the bowie five arrival into dallas, I was the pilot at controls, while approaching the 'siler' intersection, which had a 210 KT speed restr. We were given a frequency change to approach control. We dialed the wrong frequency. About the same time we came to the correct frequency we reached the siler intersection. At this point, the controller queried our speed and we told him 250 KTS. Allowing myself to become distracted with the communications problem resulted in me missing the 210 KT restr. Upon the controller pointing out the restr, I immediately reduced speed to 210 KTS.

Title: FLC FAILED TO ADHERE TO SPD RESTR ON THE BOWIE FIVE ARR INTO DFW.

Narrative: WHILE ON THE BOWIE FIVE ARR INTO DALLAS, I WAS THE PLT AT CTLS, WHILE APCHING THE 'SILER' INTXN, WHICH HAD A 210 KT SPD RESTR. WE WERE GIVEN A FREQ CHANGE TO APCH CTL. WE DIALED THE WRONG FREQ. ABOUT THE SAME TIME WE CAME TO THE CORRECT FREQ WE REACHED THE SILER INTXN. AT THIS POINT, THE CTLR QUERIED OUR SPD AND WE TOLD HIM 250 KTS. ALLOWING MYSELF TO BECOME DISTRACTED WITH THE COMS PROB RESULTED IN ME MISSING THE 210 KT RESTR. UPON THE CTLR POINTING OUT THE RESTR, I IMMEDIATELY REDUCED SPD TO 210 KTS.
