Narrative:

Given clearance to cross somto at 13000 ft on minks 1 arrival. On schedule to make crossing restr, when we encountered turbulence at approximately 16000 ft, which required us to immediately slow and decrease rate of descent. Passing 14000 ft, ATC requested our altitude. We were level at 13000 ft at 9 DME (somto is 10 DME). Even with our reduction in rate of descent, we believed we would make restr. We should have notified ATC of our possible inability to make restr, when we first encountered turbulence.

Narrative: GIVEN CLRNC TO CROSS SOMTO AT 13000 FT ON MINKS 1 ARR.
