Narrative:

Problem: violated airport WX minimum rules. On IFR flight plan arrival to ort, center cleared me for visual approach when I advised zan that I had a visual on ort airport 30 DME out. At 20 DME, I contacted WX observer and was told WX was 1/2 mi, sky obscured. I could not believe what I heard, so I advised the WX observer I was 17 DME and had visual on ort again same WX reported. Since I was in VFR condition sky clear and 30 mi or greater visibility. I continued, entered left downwind to runway 22. Airport and surrounding terrain, trees, lakes all visible. Center advised to go to advisory frequency and cancel IFR with center on arrival. I went back to advisory and continued visual approach. Turned on final approach still sky clear and 30 mi visibility. Runway lights and VASI fully visible full length. Was a thin fog over the middle of airport and to the west at 50 ft AGL, tree top. 30 mi and clear sky continued to touchdown, at which time visibility dropped to 2 mi on rollout. I contacted center and advised on at ort and to cancel my IFR. After shutdown and deplaning, I realized the reported WX was below authority/authorized non precision approach requiring 1 mi, even though I approached and landed VMC and had more than 1 mi flight visibility. Correction: I should have let center know reported visibility was below minimums and requested to hold VFR until visibility improved and not continue even though the airport and runway were in sight.

AT 20 DME, I CONTACTED WX OBSERVER AND WAS TOLD WX WAS 1/2 MI, SKY OBSCURED. I COULD NOT BELIEVE WHAT I HEARD, SO I ADVISED THE WX OBSERVER I WAS 17 DME AND HAD VISUAL ON ORT AGAIN SAME WX RPTED. SINCE I WAS IN VFR CONDITION SKY CLR AND 30 MI OR GREATER VISIBILITY. I CONTINUED, ENTERED L DOWNWIND TO RWY 22. ARPT AND SURROUNDING TERRAIN, TREES, LAKES ALL VISIBLE. CTR ADVISED TO GO TO ADVISORY FREQ AND CANCEL IFR WITH CTR ON ARR. I WENT BACK TO ADVISORY AND CONTINUED VISUAL APCH. TURNED ON FINAL APCH STILL SKY CLR AND 30 MI VISIBILITY. RWY LIGHTS AND VASI FULLY VISIBLE FULL LENGTH. WAS A THIN FOG OVER THE MIDDLE OF ARPT AND TO THE W AT 50 FT AGL, TREE TOP. 30 MI AND CLR SKY CONTINUED TO TOUCHDOWN, AT WHICH TIME VISIBILITY DROPPED TO 2 MI ON ROLLOUT. I CONTACTED CTR AND ADVISED ON AT ORT AND TO CANCEL MY IFR. AFTER SHUTDOWN AND DEPLANING, I REALIZED THE RPTED WX WAS BELOW AUTH NON PRECISION APCH REQUIRING 1 MI, EVEN THOUGH I APCHED AND LANDED VMC AND HAD MORE THAN 1 MI FLT VISIBILITY. CORRECTION: I SHOULD HAVE LET CTR KNOW RPTED VISIBILITY WAS BELOW MINIMUMS AND REQUESTED TO HOLD VFR UNTIL VISIBILITY IMPROVED AND NOT CONTINUE EVEN THOUGH THE ARPT AND RWY WERE IN SIGHT.
