Narrative:

I departed ryv. I was flying a C441 on an IFR flight plan to oshkosh wisconsin airport. ZAU was handling me en route to oshkosh. They (ZAU) cleared me for the ILS approach to runway 36. I flew that approach and I broke out well above minimums, at which time I landed and blew out a tire on the left main landing gear. I stopped in a minimum amount of distance with the use of thrust reverse. The only damage done to anything was the tire. The local police were informed by green bay flight service, along with the assistant airport manager and 2 mechanics from the FBO. We had the plane removed from the runway by about XA00 am local time. Flight service told us to call him back when we were clear so he could open up that runway. The assistant airport manager said this runway 36 was closed by a NOTAM. When I filed my flight plan green bay FSS did not tell me this. There was no NOTAM for runway 36 on the WX. I have a pilot friend who just retired from being an air traffic controller who said ZAU is supposed to advise pilots of runway closures. The ZAU controller who cleared me for the approach didn't advise me of the closure either. As you can see I would not have landed on that runway if I had known it was closed. Also, there were no yellow X's on this runway. The approach lights worked as well as the GS and localizer.

Title: PLT OF A CESSNA CONQUEST C441, BLEW OUT THE L MAIN GEAR TIRE LNDG ON A CLOSED TXWY. ARTCC RADAR CTLR WHO CLRED RPTR FOR AN ILS APCH DID NOT ADVISE THAT THE RWY WAS CLOSED. NOR DID THE FAA FSS PROVIDE THAT INFO WHEN FILING HIS IFR FLT PLAN.

Narrative: I DEPARTED RYV. I WAS FLYING A C441 ON AN IFR FLT PLAN TO OSHKOSH WISCONSIN ARPT. ZAU WAS HANDLING ME ENRTE TO OSHKOSH. THEY (ZAU) CLRED ME FOR THE ILS APCH TO RWY 36. I FLEW THAT APCH AND I BROKE OUT WELL ABOVE MINIMUMS, AT WHICH TIME I LANDED AND BLEW OUT A TIRE ON THE L MAIN LNDG GEAR. I STOPPED IN A MINIMUM AMOUNT OF DISTANCE WITH THE USE OF THRUST REVERSE. THE ONLY DAMAGE DONE TO ANYTHING WAS THE TIRE. THE LCL POLICE WERE INFORMED BY GREEN BAY FLT SVC, ALONG WITH THE ASSISTANT ARPT MGR AND 2 MECHS FROM THE FBO. WE HAD THE PLANE REMOVED FROM THE RWY BY ABOUT XA00 AM LCL TIME. FLT SVC TOLD US TO CALL HIM BACK WHEN WE WERE CLR SO HE COULD OPEN UP THAT RWY. THE ASSISTANT ARPT MGR SAID THIS RWY 36 WAS CLOSED BY A NOTAM. WHEN I FILED MY FLT PLAN GREEN BAY FSS DID NOT TELL ME THIS. THERE WAS NO NOTAM FOR RWY 36 ON THE WX. I HAVE A PLT FRIEND WHO JUST RETIRED FROM BEING AN AIR TFC CTLR WHO SAID ZAU IS SUPPOSED TO ADVISE PLTS OF RWY CLOSURES. THE ZAU CTLR WHO CLRED ME FOR THE APCH DIDN'T ADVISE ME OF THE CLOSURE EITHER. AS YOU CAN SEE I WOULD NOT HAVE LANDED ON THAT RWY IF I HAD KNOWN IT WAS CLOSED. ALSO, THERE WERE NO YELLOW X'S ON THIS RWY. THE APCH LIGHTS WORKED AS WELL AS THE GS AND LOC.
