Narrative:

Aircraft Y, an F16, departed acy, nj. He wanted an immediate climb to FL390. I was only able to give him FL280. I told him to expect higher around sby and switched him to the next controller. Aircraft X in carj was 10 mi south of my boundary on my frequency. Aircraft X advised he had a TCASII RA and was climbing. I told him the traffic was an F16 and I was not sure if he was actually climbing. I then observed the F16's altitude indicate FL284 and 0 mi from aircraft Y. The next controller advised me aircraft X (F16) climbed without a clearance. No other aircraft were involved. The aircraft X (F16) was in a big hurry to climb to FL390. When the controller called traffic to him at FL290 he said, 'I have the traffic radar contact!' and then climbed to FL290 right under the traffic.

Title: AN ARTCC RADAR CTLR HAD A REGIONAL JET FLC RPT A TCASII RA AND NMAC FROM AN F16 THAT CLBED WITHOUT A CLRNC NEAR SBQ.

Narrative: ACFT Y, AN F16, DEPARTED ACY, NJ. HE WANTED AN IMMEDIATE CLB TO FL390. I WAS ONLY ABLE TO GIVE HIM FL280. I TOLD HIM TO EXPECT HIGHER AROUND SBY AND SWITCHED HIM TO THE NEXT CTLR. ACFT X IN CARJ WAS 10 MI S OF MY BOUNDARY ON MY FREQ. ACFT X ADVISED HE HAD A TCASII RA AND WAS CLBING. I TOLD HIM THE TFC WAS AN F16 AND I WAS NOT SURE IF HE WAS ACTUALLY CLBING. I THEN OBSERVED THE F16'S ALT INDICATE FL284 AND 0 MI FROM ACFT Y. THE NEXT CTLR ADVISED ME ACFT X (F16) CLBED WITHOUT A CLRNC. NO OTHER ACFT WERE INVOLVED. THE ACFT X (F16) WAS IN A BIG HURRY TO CLB TO FL390. WHEN THE CTLR CALLED TFC TO HIM AT FL290 HE SAID, 'I HAVE THE TFC RADAR CONTACT!' AND THEN CLBED TO FL290 RIGHT UNDER THE TFC.
