Narrative:

After just leveling at 5000 ft radar vectors runway 22L ewr, observed aircraft on TCASII at 2:30 - 3 O'clock position, 1900 ft below. As it approached us, it began a climb. Broken cloud tops at 5000 ft. TCASII TA for aircraft, then RA. Started climb at 5300 ft. Got second TA to increase climb (aircraft never seen). Clear of conflict at 5700 ft. We returned to 5000 ft. ATC gave turn to 120 degrees, descend to 4000 ft, slow to 180 KTS to follow B747. While complying, asked for controller initials. Captain spoke to supervisor on ground. I am not sure if aircraft in conflict was under ATC control, but broken clouds in area. Maybe aircraft was trying to climb to VFR on top. Many aircraft on TCASII screen. Controller very busy.

TCASII TA FOR ACFT, THEN RA. STARTED CLB AT 5300 FT. GOT SECOND TA TO INCREASE CLB (ACFT NEVER SEEN). CLR OF CONFLICT AT 5700 FT. WE RETURNED TO 5000 FT. ATC GAVE TURN TO 120 DEGS, DSND TO 4000 FT, SLOW TO 180 KTS TO FOLLOW B747. WHILE COMPLYING, ASKED FOR CTLR INITIALS. CAPT SPOKE TO SUPVR ON GND. I AM NOT SURE IF ACFT IN CONFLICT WAS UNDER ATC CTL, BUT BROKEN CLOUDS IN AREA. MAYBE ACFT WAS TRYING TO CLB TO VFR ON TOP. MANY ACFT ON TCASII SCREEN. CTLR VERY BUSY.
