Narrative:

Visual approach to runway 28R sfo. On landing rollout between runway 1R and runway 1L intersection, a field vehicle crossed the runway 28R sbound midway between taxiway east and taxiway D. Our speed was about 90 KIAS when we saw him (a sun glint of his window caught my eye) as he started across. We applied heavy braking and stopped about 500 ft from his crossing position on runway 28R. He stopped on the south side of runway 28R just north of the taxiway T high speed. Factors: 1) unfamiliar contractor. 2) lack of positive radio control of all vehicles. 3) sun angle (from truck). We notified tower, they acknowledged on the phone that this vehicle was not cleared to cross any active runway. This is unsatisfactory -- their system is broken!

WE NOTIFIED TWR, THEY ACKNOWLEDGED ON THE PHONE THAT THIS VEHICLE WAS NOT CLRED TO CROSS ANY ACTIVE RWY. THIS IS UNSATISFACTORY -- THEIR SYS IS BROKEN!
