Narrative:

Runway 24 was active, I was working ground control. An FAA veh called for clearance from the VOR (far side first officer runway 24) to the ramp area. I gave clearance to proceed to the ramp. I did not coordinate with local control. It had been quite some time since runway 24 had been used and it was very slow that day. I was only talking to one taxiing aircraft. The FAA veh crossed the hold short line as small aircraft X was rotating approximately 900' away. The veh crossed the runway under small aircraft X, which was approximately 100' AGL. Causes of the incursion: inattentiveness, incomplete scan, no follow through actions to the original clearance.

Title: SMA X HAD LESS THAN STANDARD SEPARATION FROM FAA VEHICLE CROSSING RWY. SYSTEM ERROR.

Narrative: RWY 24 WAS ACTIVE, I WAS WORKING GND CTL. AN FAA VEH CALLED FOR CLRNC FROM THE VOR (FAR SIDE FO RWY 24) TO THE RAMP AREA. I GAVE CLRNC TO PROCEED TO THE RAMP. I DID NOT COORDINATE WITH LCL CTL. IT HAD BEEN QUITE SOME TIME SINCE RWY 24 HAD BEEN USED AND IT WAS VERY SLOW THAT DAY. I WAS ONLY TALKING TO ONE TAXIING ACFT. THE FAA VEH CROSSED THE HOLD SHORT LINE AS SMA X WAS ROTATING APPROX 900' AWAY. THE VEH CROSSED THE RWY UNDER SMA X, WHICH WAS APPROX 100' AGL. CAUSES OF THE INCURSION: INATTENTIVENESS, INCOMPLETE SCAN, NO FOLLOW THROUGH ACTIONS TO THE ORIGINAL CLRNC.
