Narrative:

I am the ATC supervisor. The developmental climbed air carrier X to 15000 ft on initial contact. The top of our airspace is 12000 ft. The trainer noticed the discrepancy and I overheard them talking. I listened to the 'dat' (replay of voice) and the trainee assigned 15000 ft twice. The aircraft entered ZHU airspace, handed off, but unauthorized at 13000 ft. I called the ATC manager, and he said call him if ZHU called, otherwise forget it. I report opdevsecond officerperrors and the response is always 'did someone else complain?' I am not allowed to do my job correctly. Callback conversation with reporter revealed the following information: reporter stated he was concerned with the possibility -- what if he did not bring this to management's attention, he could get 'hung' with an operational deviation. Reporter could not remember what the contraction 'dat' stood for, but it was new equipment that allowed tape playback capability without having to remove the master tape.

I CALLED THE ATC MGR, AND HE SAID CALL HIM IF ZHU CALLED, OTHERWISE FORGET IT. I RPT OPDEVS/OPERRORS AND THE RESPONSE IS ALWAYS 'DID SOMEONE ELSE COMPLAIN?' I AM NOT ALLOWED TO DO MY JOB CORRECTLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS CONCERNED WITH THE POSSIBILITY -- WHAT IF HE DID NOT BRING THIS TO MGMNT'S ATTN, HE COULD GET 'HUNG' WITH AN OPDEV. RPTR COULD NOT REMEMBER WHAT THE CONTRACTION 'DAT' STOOD FOR, BUT IT WAS NEW EQUIP THAT ALLOWED TAPE PLAYBACK CAPABILITY WITHOUT HAVING TO REMOVE THE MASTER TAPE.
