Narrative:

Held up at 15000 ft close in, cleared to 11000 ft at howdy intersection, while speeds on arrival until 250 KTS at tacke intersection. At altitude 12200 ft and 300 KTS, descending 300 FPM, ATC gave flight dfw instructions to level at 12000 ft. Started to level, but informed ATC unable to accept clearance. Got aircraft level at 11400 ft. ATC then said continue to 11000 ft. 200 ft is not enough time to comply with altitude clearance when descending 3000 FPM at 300 KTS.
