Narrative:

Pilot with minimal class C experience landed at cos to pick up cap crew for local training mission. Having ATIS and current runway information, pilot skipped clearance and connected with (same) ground control announcing ready for taxi to intersection B5 runway 30. During taxi near intersection B4, pilot thought ground advised access to runway for back-taxi. Perception of incorrect sequence was enhanced by C130 transports starting engines on ramp between intxns B4 and B5. Txwys B1 through B3 were under construction. The combined issues led the pilot to believe instructions to back taxi were probable. Entering runway and seeing incoming aircraft pilot started to drive off runway when inbound aircraft did a missed approach. Since there were no additional ground advisories, pilot back-taxied to intersection B5 where runup was completed. Ground requested phone call upon return to base. Pilot received communication reprimand and also received additional training for class C operation including additional training in aircraft with experienced class C pilot with cap. New crew and additional cockpit management training distrs and pilot workload while on mission probably enhanced improper communication with control. Pilot now has a clear understanding of clearance process. Pilot noted that clearance and ground was same person in initial taxi, and subsequent taxi operations.

Title: A PVT PLT OF A C182 INADVERTENTLY TAXIED ONTO ACTIVE RWY RESULTING IN A GAR BY A MIL C130 ON FINAL.

Narrative: PLT WITH MINIMAL CLASS C EXPERIENCE LANDED AT COS TO PICK UP CAP CREW FOR LCL TRAINING MISSION. HAVING ATIS AND CURRENT RWY INFO, PLT SKIPPED CLRNC AND CONNECTED WITH (SAME) GND CTL ANNOUNCING READY FOR TAXI TO INTXN B5 RWY 30. DURING TAXI NEAR INTXN B4, PLT THOUGHT GND ADVISED ACCESS TO RWY FOR BACK-TAXI. PERCEPTION OF INCORRECT SEQUENCE WAS ENHANCED BY C130 TRANSPORTS STARTING ENGS ON RAMP BTWN INTXNS B4 AND B5. TXWYS B1 THROUGH B3 WERE UNDER CONSTRUCTION. THE COMBINED ISSUES LED THE PLT TO BELIEVE INSTRUCTIONS TO BACK TAXI WERE PROBABLE. ENTERING RWY AND SEEING INCOMING ACFT PLT STARTED TO DRIVE OFF RWY WHEN INBOUND ACFT DID A MISSED APCH. SINCE THERE WERE NO ADDITIONAL GND ADVISORIES, PLT BACK-TAXIED TO INTXN B5 WHERE RUNUP WAS COMPLETED. GND REQUESTED PHONE CALL UPON RETURN TO BASE. PLT RECEIVED COM REPRIMAND AND ALSO RECEIVED ADDITIONAL TRAINING FOR CLASS C OP INCLUDING ADDITIONAL TRAINING IN ACFT WITH EXPERIENCED CLASS C PLT WITH CAP. NEW CREW AND ADDITIONAL COCKPIT MGMNT TRAINING DISTRS AND PLT WORKLOAD WHILE ON MISSION PROBABLY ENHANCED IMPROPER COM WITH CTL. PLT NOW HAS A CLR UNDERSTANDING OF CLRNC PROCESS. PLT NOTED THAT CLRNC AND GND WAS SAME PERSON IN INITIAL TAXI, AND SUBSEQUENT TAXI OPS.
