Narrative:

When calling tower for takeoff clearance, the reply you often get is 'on departure turn left 250 degrees, hold short.' when the tower does not intend to release you, they should not be issuing departure instructions. When they say 'cleared for takeoff,' then add turn left 250 degrees, the issuing of a heading without an actual takeoff clearance could cause a problem.

Narrative: WHEN CALLING TWR FOR TKOF CLRNC, THE REPLY YOU OFTEN GET IS 'ON DEP TURN L 250 DEGS, HOLD SHORT.' WHEN THE TWR DOES NOT INTEND TO RELEASE YOU, THEY SHOULD NOT BE ISSUING DEP INSTRUCTIONS.
