Narrative:
Aircraft X called ATC. I issued VFR squawk code and asked request. I noticed code change, so that he was leaving iad airspace and told him to enter VFR flyway and squawk VFR. He was very hard to understand. A better command of english language would help. Talking more plainly.

Narrative: ACFT X CALLED ATC. I ISSUED VFR SQUAWK CODE AND ASKED REQUEST. I NOTICED CODE CHANGE, SO THAT HE WAS LEAVING IAD AIRSPACE AND TOLD HIM TO ENTER VFR FLYWAY AND SQUAWK VFR. HE WAS VERY HARD TO UNDERSTAND. A BETTER COMMAND OF ENGLISH LANGUAGE WOULD HELP. TALKING MORE PLAINLY.
