Narrative:

On descent into lga on the minks arrival, ATC originally gave us instructions to expect lda to runway 22. After passing yardley we were at 10000 ft and 300 KTS. We were then given instructions to descend to 9000 ft, do a left 360 degree turn, and then head 80 degrees to intercept runway 4. As I slowed and turned, I did not immediately start my descent. In the turn I was distraction by the TCASII showing traffic as we turned. The first officer said we were cleared to 9000 ft and I started descending. We got an RA on the TCASII and we expedited to 9000 ft. After we leveled, we got a clear of conflict. There was another aircraft behind us that had been cleared to 10000 ft. This was also at the end of a 14+ hour duty period.

IN THE TURN I WAS DISTR BY THE TCASII SHOWING TFC AS WE TURNED. THE FO SAID WE WERE CLRED TO 9000 FT AND I STARTED DSNDING. WE GOT AN RA ON THE TCASII AND WE EXPEDITED TO 9000 FT. AFTER WE LEVELED, WE GOT A CLR OF CONFLICT. THERE WAS ANOTHER ACFT BEHIND US THAT HAD BEEN CLRED TO 10000 FT. THIS WAS ALSO AT THE END OF A 14+ HR DUTY PERIOD.
