Narrative:

Since the inception of the arsa at san jose, controllers spend too much time with advisories and forget to, or are late with clrncs to land and other important and essential instructions. Further, clearance delivery refuses to give the frequency for departure control so that you can have it selected prior to departing. This is unsafe. The sjc arsa is not contributing to safety. There are long delays trying to contact clearance delivery. This causes pilot frustration and impinges on safety.

Narrative: SINCE THE INCEPTION OF THE ARSA AT SAN JOSE, CTLRS SPEND TOO MUCH TIME WITH ADVISORIES AND FORGET TO, OR ARE LATE WITH CLRNCS TO LAND AND OTHER IMPORTANT AND ESSENTIAL INSTRUCTIONS. FURTHER, CLRNC DELIVERY REFUSES TO GIVE THE FREQ FOR DEP CTL SO THAT YOU CAN HAVE IT SELECTED PRIOR TO DEPARTING. THIS IS UNSAFE. THE SJC ARSA IS NOT CONTRIBUTING TO SAFETY. THERE ARE LONG DELAYS TRYING TO CONTACT CLRNC DELIVERY. THIS CAUSES PLT FRUSTRATION AND IMPINGES ON SAFETY.
