Narrative:

I was on the ramp on the northwest section of the field. After my clearance, I was instructed to taxi to runway 1 with no hold short instructions. I read the clearance back 'taxi to runway 1 mooney....' after crossing runway 1 on taxiway B, the controller stated I crossed runway 1 without clearance. I told him I was cleared to taxi to runway 1. He said because of the location, I was not. The ATC there has always stated taxi to runway 1 and hold short of runway 1 on taxiway H. The controller read me an aim clause and stated it happens all the time. I feel his test compromised a safety issue. In the 10 yrs out of that location, they always instructed a hold clearance at taxiway H.

Narrative: I WAS ON THE RAMP ON THE NW SECTION OF THE FIELD. AFTER MY CLRNC, I WAS INSTRUCTED TO TAXI TO RWY 1 WITH NO HOLD SHORT INSTRUCTIONS. I READ THE CLRNC BACK 'TAXI TO RWY 1 MOONEY....' AFTER XING RWY 1 ON TXWY B, THE CTLR STATED I CROSSED RWY 1 WITHOUT CLRNC. I TOLD HIM I WAS CLRED TO TAXI TO RWY 1. HE SAID BECAUSE OF THE LOCATION, I WAS NOT. THE ATC THERE HAS ALWAYS STATED TAXI TO RWY 1 AND HOLD SHORT OF RWY 1 ON TXWY H. THE CTLR READ ME AN AIM CLAUSE AND STATED IT HAPPENS ALL THE TIME. I FEEL HIS TEST COMPROMISED A SAFETY ISSUE.
