Narrative:

After takeoff, gear did not retract. Suspected gear pins were installed from previous maintenance write-up. Returned to phl airport. During landing run, noticed had no normal braking. After clearing runway, noticed gear handle was still in the up position. When doing the before landing checklist, called for gear down. Gear was already down and locked. During handoff from approach to tower, we just forgot to put handle down, stemming from both pilots seeing 3 green down and locked verification. I feel this was caused by human error.

Title: FLC UNABLE TO RETRACT GEAR AFTER TKOF.

Narrative: AFTER TKOF, GEAR DID NOT RETRACT. SUSPECTED GEAR PINS WERE INSTALLED FROM PREVIOUS MAINT WRITE-UP. RETURNED TO PHL ARPT. DURING LNDG RUN, NOTICED HAD NO NORMAL BRAKING. AFTER CLRING RWY, NOTICED GEAR HANDLE WAS STILL IN THE UP POS. WHEN DOING THE BEFORE LNDG CHKLIST, CALLED FOR GEAR DOWN. GEAR WAS ALREADY DOWN AND LOCKED. DURING HDOF FROM APCH TO TWR, WE JUST FORGOT TO PUT HANDLE DOWN, STEMMING FROM BOTH PLTS SEEING 3 GREEN DOWN AND LOCKED VERIFICATION. I FEEL THIS WAS CAUSED BY HUMAN ERROR.
