Narrative:

I was informed today feb/xa/99 that a placard I installed on aircraft xyz for APU high oil consumption was incomplete. Being unfamiliar with APU placarding and having my crew chief obtain authority/authorized from maintenance technician for the placard led to an incomplete compliance for the MEL. 1) APU control circuit breaker was not pulled and collared. 2) placard to perform aircraft cross tie first flight of the day was not installed.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH THE APU DEFERRED AS INOP BUT REQUIRED MEL SPECIAL PROCS WERE NOT ACCOMPLISHED.
