Narrative:
Aircraft X was at FL180 northwest of cvg swbound. Aircraft X departed cvg to the northwest. My developmental cleared aircraft X to 17000 ft. When calling traffic to aircraft X, he gave DME and altitude and then told aircraft X to maintain FL180. I did not hear the instruction to climb. When I saw aircraft X leave the altitude, I restated the original altitude of 17000 ft, but separation was lost by that time, for aircraft X was right overhead.
