Narrative:

Cessna departed normally on RENO2 SID. Strong headwind and mountain wave. Ground speed plus or minus 80 KTS. B737 launched when cessna 4.5 mi south, assigned mustang 4 SID (left turn to fmg at 3 DME). I was unable to turn cessna due to MVA. B737 was overtaking rapidly. I turned B737 with immediate left turn to 360 degrees, but turn was slow and separation decreased. B737 reported C172 in sight and visual separation was then applied. When asked why local controller launched B737 contrary to procedure, explanation was 'training error.' no coordination took place between local and departure control. Separation of fast behind slow was not ensured. 2 supervisors observed event. No action was taken by either to change event or report it.
