Narrative:

I was dispatched by my employer as captain of a lear 25 on a charter to cap hatien (haiti). The mission was to take 3 passenger down and return with 7-8 passenger. When we departed cap hatien, 8 adults boarded the aircraft (all occupied an approved seat with a seat belt). 3 adults carried lap children, who I believed to be under the age of 2 yrs. Upon landing in ft lauderdale, immigration officials determined the passenger visas to be counterfeit, and 2 of the children were over the age of 2 (estimating 4-5 yrs old). Supplemental information from acn 425433: employees of my company may have transported children over the age of 2, which created a situation where there were more passenger than seat belts.
