Narrative:

I was doing a practice hold on the localizer for runway 19. I entered the hold, flew outbound, and on the inbound leg descended a couple of hundred ft from the published hold altitude. I confused the fact that I would not have completed the hold at the inbound leg until I finished that leg, then requested vectors to final for the approach. Contributing factors were a lot of chatter on the frequency, and my safety pilot telling me to intercept the GS (or so I interpreted it).
