Narrative:

Controller gave runway assignment, changed runway assignment, gave traffic. When we reported traffic not in sight, controller changed runway back to original runway. There were thunderstorms in the area and we were in heavy rain. The first officer was flying and change the localizer frequency to the new runway. However, localizer frequency did not get changed back to the original runway. We flew through the localizer of our assigned runway. WX at the airport was VFR, however at our present position we were in moderate rain with no forward visibility. The situation was further complicated by an erroneous GPWS system with a false indication. We,the flight crew, feel that safety was threatened with changes of runway assignment in close proximity of the airport (10 mi) with severe WX in the area.

Title: ACR MLG OVERSHOT LOC INTERCEPTION HEAVY RAIN DURING MULTIPLE RWY OPERATION PARALLEL RWYS.

Narrative: CTLR GAVE RWY ASSIGNMENT, CHANGED RWY ASSIGNMENT, GAVE TFC. WHEN WE RPTED TFC NOT IN SIGHT, CTLR CHANGED RWY BACK TO ORIGINAL RWY. THERE WERE TSTMS IN THE AREA AND WE WERE IN HEAVY RAIN. THE F/O WAS FLYING AND CHANGE THE LOC FREQ TO THE NEW RWY. HOWEVER, LOC FREQ DID NOT GET CHANGED BACK TO THE ORIGINAL RWY. WE FLEW THROUGH THE LOC OF OUR ASSIGNED RWY. WX AT THE ARPT WAS VFR, HOWEVER AT OUR PRESENT POS WE WERE IN MODERATE RAIN WITH NO FORWARD VISIBILITY. THE SITUATION WAS FURTHER COMPLICATED BY AN ERRONEOUS GPWS SYS WITH A FALSE INDICATION. WE,THE FLT CREW, FEEL THAT SAFETY WAS THREATENED WITH CHANGES OF RWY ASSIGNMENT IN CLOSE PROX OF THE ARPT (10 MI) WITH SEVERE WX IN THE AREA.
